* * * * * * ¿Dolarizar Venezuela? La idea que volvió a poner al bolívar en el centro de la pelea ------------------------------------------------------------------------------------ En Venezuela hay conversaciones que aparecen sin invitación: el clima, la gasolina, la luz… y el dólar. Basta entrar a una tienda, preguntar por un alquiler o revisar el precio de un teléfono para entenderlo: el bolívar sigue siendo la moneda oficial, pero el dólar ya es el idioma común de buena parte de los precios. Por eso causó tanto ruido la reciente propuesta de pasar de esta dolarización “de facto” a una dolarización formal. Es decir, reemplazar legalmente el bolívar por el dólar estadounidense. La idea fue promovida por el diputado Antonio Ecarri, con asesoría del economista estadounidense Steve Hanke, y recibió una respuesta muy dura desde la Asamblea Nacional de mayoría chavista. No es un tema pequeño. Mezcla economía, política, ideología, soberanía y, sobre todo, la preocupación diaria de millones de personas por el valor de su dinero. ¿Qué tenemos hoy? ----------------- La dolarización actual no es oficial. En teoría, el bolívar es la moneda nacional y debe usarse para registrar salarios, impuestos y muchas operaciones formales. Pero en la práctica hay precios en dólares, pagos en divisas, cuentas hechas con la tasa del día y caras largas cuando uno pregunta: “¿A cuánto lo estás calculando?”. 😅 La diferencia es importante:

La propuesta de Ecarri y Hanke busca formalizar lo que ya ocurre de manera desigual en calles, comercios y hogares: que el dólar sea la principal referencia económica del país.

Steve Hanke, economista de la Universidad Johns Hopkins, preparó un borrador de ley para avanzar hacia una dolarización plena. La respuesta más directa vino de Jorge Rodríguez, presidente de la Asamblea Nacional. Rodríguez negó que Hanke fuera asesor oficial del Parlamento, criticó la iniciativa y promovió medidas contra Ecarri. El diputado fue removido de la presidencia del Grupo de Amistad Parlamentaria Venezuela-Estados Unidos y quedó bajo investigación parlamentaria.

La pelea, como suele ocurrir aquí, dejó de ser solo técnica muy rápido. Pasó de hablar de monedas a hablar de autoridad, soberanía y posiciones políticas. ¿Qué propone Steve Hanke? ------------------------- La idea de Hanke va más allá de permitir que se usen dólares, porque eso ya pasa. Su planteamiento sería eliminar el bolívar como moneda oficial, convertir precios, salarios, cuentas y deudas a dólares mediante una tasa inicial y limitar totalmente la emisión de dinero por parte del Banco Central de Venezuela. Sus defensores creen que esto podría frenar de raíz la inflación causada por la emisión de bolívares, facilitar la planificación y dar más confianza a familias e inversionistas. Sus críticos recuerdan que no es un botón mágico de “reiniciar economía”. Dolarizar no arregla automáticamente los bajos salarios, los servicios públicos, la producción nacional ni la falta de crédito. Tampoco crea dólares por arte de magia; ojalá fuera tan fácil como actualizar una aplicación. 📱 Además, Venezuela tendría que resolver un problema legal importante: la Constitución establece que el bolívar es la unidad monetaria nacional y asigna al BCV las competencias monetarias. Ecuador es el espejo más cercano. Dolarizó en medio de una crisis profunda y logró estabilidad monetaria con el tiempo, pero la inflación siguió alta durante la transición. El Banco Central ecuatoriano registró una inflación anual de 107,9% en septiembre de 2000 antes de que empezara a descender.

La reacción del chavismo fue contundente y la propuesta de Ecarri quedó políticamente bloqueada. Pero el debate seguirá vivo porque conecta con algo muy cotidiano: la gente quiere saber si lo que gana hoy conservará valor mañana. Dolarizar puede ofrecer estabilidad, pero también obliga a renunciar a la moneda propia y exige instituciones fuertes, reservas, reglas claras y protección para quienes tienen menos margen para soportar errores. En Venezuela, hablar del dólar nunca es solo hablar del dólar. Es hablar de confianza, de bolsillo y de futuro. The proposal by Ecarri and Hanke seeks to formalize what is already happening unevenly in the streets, businesses, and homes: that the dollar be the country's main economic reference point.

Steve Hanke, an economist at Johns Hopkins University, prepared a draft law to move toward full dollarization. The most direct response came from Jorge Rodríguez, president of the National Assembly. Rodríguez denied that Hanke was an official advisor to Parliament, criticized the initiative, and promoted measures against Ecarri. The deputy was removed from the presidency of the Venezuela-United States Parliamentary Friendship Group and placed under parliamentary investigation.

The fight, as is often the case here, quickly ceased to be merely technical. It went from discussing currencies to discussing authority, sovereignty, and political positions. What does Steve Hanke propose? ------------------------------ Hanke's idea goes beyond simply allowing the use of dollars, because that already happens. His proposal would be to eliminate the bolívar as the official currency, convert prices, salaries, accounts, and debts to dollars using an initial exchange rate, and completely limit the issuance of money by the Central Bank of Venezuela. Its proponents believe this could fundamentally curb the inflation caused by the issuance of bolívares, facilitate planning, and give more confidence to families and investors. Its critics point out that it is not a magic "reboot economy" button. Dollarization doesn't automatically solve low wages, public services, national production, or the lack of credit. Nor does it magically create dollars; if only it were as easy as updating an app. 📱 Furthermore, Venezuela would have to resolve a significant legal issue: the Constitution establishes the bolívar as the national currency and assigns monetary powers to the Central Bank of Venezuela (BCV). Ecuador is the closest mirror. It dollarized in the midst of a deep crisis and achieved monetary stability over time, but inflation remained high during the transition. The Ecuadorian Central Bank recorded an annual inflation rate of 107.9% in September 2000 before it began to decline.

Dollarization can offer stability, but it also forces people to give up their own currency and requires strong institutions, reserves, clear rules, and protection for those who have less room to absorb mistakes. In Venezuela, talking about the dollar is never just talking about the dollar. It's talking about trust, about money, and about the future.
